The 5-Step Attestation Chain

Each step is issued by a different authority and must be completed in the correct sequence. Skipping a step or attempting to reverse the order results in rejection.

Step 1: NADRA Marriage Certificate Issuance

The foundation of the entire chain is the computerized NADRA Marriage Certificate (MRC) issued by the Union Council, Cantonment Board, or TMA where your marriage was registered in Pakistan. The MRC is bilingual (Urdu and English) and carries the issuing authority's seal and Chairman's signature.

Timeline: 5 to 10 working days if the marriage is already registered; add 15 to 30 days for late Nikah registration if required.

Step 2: Pakistan Notary Public Attestation

The MRC is presented to a Pakistan Notary Public who attests the authenticity of the document. This is a preliminary step required before the document can proceed to MOFA. The Notary verifies the certificate's issuing authority and applies the Notarial seal.

Timeline: 1 to 2 working days.

Step 3: Ministry of Foreign Affairs (MOFA) Pakistan Attestation

The notarised MRC is submitted to the Ministry of Foreign Affairs Pakistan office in Islamabad for federal-level attestation. MOFA verifies that the document is genuine, issued by a legitimate Pakistani authority, and properly notarised.

Where: MOFA Camp Office, Constitution Avenue, Islamabad. Some regional camp offices also process attestations.

What to submit: Original notarised MRC, copy of applicant CNIC or passport, application form, and government attestation fee.

Timeline: 5 to 10 working days depending on MOFA workload. Some regional offices process faster; Islamabad main office is the standard route.

Step 4: UAE Embassy Attestation (in Islamabad)

The MOFA-attested MRC is then submitted to the UAE Embassy in Islamabad for consular attestation. The Embassy verifies that MOFA Pakistan has properly attested the document and applies the UAE Embassy's own seal, which is what UAE authorities recognise upon your return.

Where: UAE Embassy, Islamabad, Diplomatic Enclave.

What to submit: MOFA-attested original MRC, copy of applicant CNIC or passport, copy of applicant UAE residence visa or Emirates ID (if held), application form, and embassy attestation fee.

Timeline: 3 to 7 working days depending on Embassy workload.

Step 5: Ministry of Foreign Affairs UAE Attestation (in Abu Dhabi)

Once you have the document in the UAE (either couriered to your address or brought when you travel), the final attestation is done at the Ministry of Foreign Affairs UAE (MOFAIC, Ministry of Foreign Affairs and International Cooperation) in Abu Dhabi. This step is done in the UAE and completes the chain.

Where: MOFAIC offices in Abu Dhabi, Dubai, and other Emirates. Online booking is available through the MOFAIC portal.

What to submit: The Pakistan-attested MRC (with all previous seals from Notary, MOFA Pakistan, and UAE Embassy), copy of Emirates ID, and MOFAIC attestation fee.

Timeline: 1 to 3 working days.

Common Reasons for UAE Attestation Rejection

The most common reasons UAE authorities reject a submitted attestation:

  • Wrong sequence: UAE Embassy attestation was obtained before MOFA Pakistan attestation. The order matters.
  • Wrong document: Original Urdu Nikah Nama submitted instead of the computerized NADRA MRC. The Nikah Nama alone is not accepted for UAE.
  • Handwritten certificate: Old handwritten Nikah Nama or handwritten birth certificate submitted. Only computerized documents are accepted.
  • Missing Notary step: Document skipped the Pakistan Notary Public step before MOFA.
  • Expired attestation: Some UAE authorities require attestation to be recent (within 6 to 12 months). Old attestations may need to be renewed.
  • Damaged document: Attestation seals partially obscured or the document damaged in transit.

How long does the complete UAE attestation take?

The Pakistan-side chain (MRC issuance if needed, Notary, MOFA, UAE Embassy) takes 14 to 25 working days. Add 3 to 5 days for international courier to the UAE and 1 to 3 days for MOFAIC UAE attestation. Total end-to-end: approximately 18 to 35 days.

Can the attestation be done without travelling to Pakistan?

Yes. The complete Pakistan-side chain can be handled by a legal representative in Pakistan through a notarised Power of Attorney. The fully-attested document is couriered to your UAE address. You never need to travel back to Pakistan.

Is the Urdu Nikah Nama enough for UAE spouse visa?

No. The UAE requires the computerized NADRA Marriage Certificate (MRC), which is a different document from the Urdu Nikah Nama. The MRC is issued by the Union Council from the registered Nikah Nama. Without the MRC, UAE authorities will not accept the application. If you only have the Urdu Nikah Nama, the MRC must be applied for first.

What is the difference between MOFA Pakistan and MOFAIC UAE?

MOFA Pakistan is the Ministry of Foreign Affairs Pakistan, based in Islamabad, which attests the document on the Pakistani side. MOFAIC is the Ministry of Foreign Affairs and International Cooperation UAE, based in Abu Dhabi, which attests the document on the UAE side after it arrives from Pakistan. Both attestations are required.

What if my Nikah was performed but never registered with NADRA?

Late Nikah registration must be completed first, then the MRC issued, then the attestation chain begins. Late registration is permitted under Pakistani law regardless of how many years have passed since the Nikah. Total additional time: 15 to 30 working days for the registration and MRC issuance.

Does the attestation expire?

The attestation itself does not have a formal expiry date. However, some UAE government departments (particularly GDRFA for visa purposes) may require the attestation to be recent, typically within 6 to 12 months of the visa application date. If your attestation is older, check with the specific UAE department before submission and, if needed, obtain a fresh attestation.

Can I attest the certificate at the UAE Consulate in Karachi instead of the Embassy in Islamabad?

The UAE Embassy attestation for marriage certificates is centralized in Islamabad. Regional consulates in Karachi and other cities generally do not perform this specific attestation. All applications must go through the Islamabad Embassy for the Pakistan-side chain to be complete.

What if my spouse and I were married in a country other than Pakistan?

If the marriage took place in a country other than Pakistan, the attestation chain is different. The certificate must first be attested in the country of issue, then by the Pakistani Embassy in that country if required for Pakistani recognition, and separately by the UAE Embassy in that country.
